There is public art in the City of Torrance in publicly accessible places and in many schools managed by the Torrance Unified School District. Although Torrance does not have a formal Percent for Art policy, the City has commissioned artists for site specific work and accepted donations of artwork.

Artist Kent Twitchell (born August 17, 1942, Lansing, Michigan) is an American muralist who is most active in Los Angeles. He is most famous for his larger-than-life mural portraits, often of celebrities and artists. His murals are realism not photorealism according to Twitchell.
This mural, Six Los Angeles Artists, was commissioned by the State's Employment Development Department in 1979. It depicts, from left, Marta Chaffee Stang, Alonzo Davis, Paul Czirban, Oliver Nowlin, Eloy Torrez, and Wayanna Kato. The mural is intended to be an homage to the artists, but also a pun on the employ-ability of artists.
