The City of Torrance Community Services Department utilize the City’s formal bid process to post an RFP (Request for Proposal) for contract services opportunities that are over $40,000 per year and the informal process RFQ (Request for Quote) for contract services opportunities that are under $40,000 per year.  For more information see the requirements below.
